Pre-Budget Submission - 2024-25 Financial Year

Ability Roundtable data from its Financial and Workforce benchmarking group was used as the basis for analysis that underpins the Ability First Pre-Budget Submission for the 2024-25 financial year. Ability Roundtable longitudinal data shows that the NDIS registered provider sector is seeing multiyear losses for both core supports, and therapy supports, with the very real possibility of the loss of quality registered providers from the market at a critical juncture in the NDIS, when it is set to undergo its biggest reform since its inception.


Based on Ability Roundtable modelling, the submission puts forward two recommendations to the Australian Government that, if adopted as a package, will ensure the short-term viability of the registered disability care and support economy as well as investing in longer term data driven market benchmarking to inform sustainable pricing models into the future.


The primary recommendation is for the Government to fund a Disability Care and Support Sector (DCSS) Loading of 10%, available to NDIS registered providers of Core Supports and Therapy Supports to commence from 1 July 2024 which will cover the unfunded gap between registered providers’ actual costs and the current NDIS pricing model assumptions.
